GENERAL DESCRIPTION OF TASK
On July 11, 2012, the California Energy Commission approved a petition from Palen Solar I, LLC to transfer the ownership associated with the Palen Solar venture, from Palen Solar we, LLC to Nalep Solar Project we, LLC, a wholly owned, indirect subsidiary of BrightSource Energy, Inc.
The designer for this task, recommend to construct, own, and operate the Palen Solar Power venture. The venture is a concentrated solar thermal electric creating facility with two adjacent, separate, and identical solar plants of 250 megawatt (MW) nominal capacity each for a complete capacity of 500 MW moderate.
The Project will utilize solar parabolic trough technology to come up with electricity. Using this technology, arrays of parabolic mirrors gather temperature energy through the sunlight and refocus rays on a receiver pipe positioned at focal point regarding the parabola. A heat transfer substance (HTF) is heated to temperature (750 levels Fahrenheit) as it circulates through the receiver pipes. The heated HTF is then piped through a series of temperature exchangers in which it releases its kept heat to come up with high-pressure steam. The vapor will be given to a normal steam turbine generator where electrical energy is produced.
The task web site is located around 10 miles east of Desert Center, along Interstate 10 about halfway amongst the towns and cities of Indio and Blythe, in Riverside County, California. A credit card applicatoin is submitted with BLM for a right-of-way (ROW) grant of around 5, 200 miles.
Energy Commission Center Certification Process
The Ca Energy Commission is the lead agency (for licensing thermal energy flowers 50 megawatts and larger) under the California ecological high quality Act (CEQA) and it has a professional regulating system under CEQA. Under its qualified program, the vitality Commission is exempt from having to prepare an environmental influence report. Its licensed system, but does need ecological evaluation regarding the task, including an analysis of choices and mitigation actions to reduce any significant adverse result the task could have from the environment.
